21-22 July 2025 - Consultation visit to Beirut, Lebanon

A productive consultation visit was conducted in Beirut on 21–22 July 2025 under the EU-funded CBRN Centres of Excellence Project 101, focusing on the protection and (cyber-)security of CBRN-critical infrastructure.
Across two days, discussions with Lebanese ministries, national security institutions, and technical agencies explored:
🔹 National CBRN priorities and institutional responsibilities
🔹 Inter-agency coordination mechanisms
🔹 Challenges across chemical, biological, radiological/nuclear, and cyber domains
🔹 Needs and expectations for upcoming P101 technical work
A dedicated session addressed the (cyber-)security of CBRN sites, including threat preparedness, digital vulnerabilities, and physical-protection strategies.
The visit also included targeted assessments of selected CBRN-critical infrastructure facilities, examining:
• Physical-protection and access-control measures
• Cybersecurity preparedness of digital systems linked to CBRN assets
• Emergency-response and incident-management procedures
• Operational gaps and needs across chemical, biological, and radiological infrastructures
These exchanges and site assessments offered valuable insight into Lebanon’s institutional landscape and operational realities. The findings will directly feed into the Lebanon National Report and shape the tailored capacity-building actions to be delivered during the 2026–2029 implementation phase.
