21-22 October 2025 - Consultation visit to Amman, Jordan

As part of the EU-funded CBRN CoE Project 101, a successful consultation visit to Jordan was conducted to assess national capabilities in the protection and (cyber-) security of CBRN-critical infrastructures.


Over two intensive days (21-22 October 2025), the P101 Experts - Team Leader Alexandre Custaud, Deputy Team Leader and Key Expert (Legal) Scott Spence, Expert Meimouna Deida, and OSA Expert Günter Povoden - met with key institutions including:

✅ Jordan Atomic Energy Commission (JAEC) 

✅ Jordan Armed Forces (JAF) - Chemical Support Unit 

✅ Energy and Mineral Regulatory Commission (EMRC) 

✅ National Radiation Center (operating under the EMRC) 

✅ National Cyber Security Center (NCSC) 

✅ Cyber Directorate (CERT)- JAF-CERT 

✅ Jordan University of Science and Technology (JUST)


🇯🇴 Jordan demonstrates strong commitment to CBRN & Cyber:

🔹 Classification of critical infrastructure with dedicated response units; 

🔹 Nuclear security training centre with a cybersecurity focus; 

🔹 Advanced CBRN assets including Category 1 and 2 radioactive sources ; 

🔹 CBRNe specialized units (JAF) supported by mobile CBRNe labs; 

🔹 Crisis coordination mechanisms (cyber & physical attack response bodies). 


A dedicated session explored innovative technologies for CBRN Critical Infrastructure protection, including satellite imagery, risk-assessment tools, and flood-modelling scenarios such as dam-breach simulations.


Relevant CBRN critical infrastructures were already identified under the PPRD Mediterranean project funded by the European Commission DG ECHO and implemented by ISTC (International Science and Technology Center), which also defined key industrial and flood-risk zones in Jordan. The Jordanian Civil Defense is applying flood and dam-collapse models, confirming their practical value.


The consultation refined Jordan’s draft national report and CI inventory, with a follow-up visit planned to address cybersecurity.


The project team is grateful to the Jordanian authorities for their openness and cooperation, and delighted to see experts from relevant fields express their willingness to collaborate on the next steps.
