16-20 June 2025 - Consultation visit to Kyrgyzstan

As part of the EU-funded CBRN CoE Project 101, a successful consultation visit was carried out in Kyrgyzstan to assess national frameworks, institutional coordination, and technical capacities for the protection and (cyber-)security of CBRN-critical infrastructure.


✅ Plenary sessions brought together stakeholders from multiple ministries and institutions, focusing on:

- National risks and priority areas in CBRN infrastructure protection

- Institutional mandates and inter-agency coordination mechanisms

- Preparedness against cyber and physical threats

- Presentation of P101 inception findings and exchanges on priorities


✅ Site visits to ministries (and laboratories):

- Natural Resources – Environmental Monitoring Department

- Agriculture – Veterinary Services and Plant Protection Department

- Health – Bacteriological and Virology Labs, Radiation Safety Unit

- Water Resources 


✅ Field mission to CBRN critical infrastructure in the Kemin District (Chuy Region) with a site visit to radioactive waste storage/tailings facilities as part of the P101-RN project.


✅ A dedicated plenary was held for the P101-RN project funded by Direktoratet for strålevern og atomsikkerhet (DSA), with a specific focus on radiological waste control. Highlights included presentations of space-based monitoring technologies (InSAR) for structural stability monitoring of mine tailings and radioactive sites


✅ The visit concluded with a joint wrap-up session, summarizing key findings from both P101 and P101-RN, and identifying next steps for national engagement and technical implementation.


🧬 Kyrgyzstan enhanced its cyberbiosecurity capabilities during a 3-day ISTC workshop in Bishkek (2023). ISTC will expand on this through tailored cyberbiosecurity capacity-building activities in the P101 implementation phase (2026-2029).
