Dr. Scott SPENCE
P101 Expert (Legal)

Scott Spence has two decades of experience as a public international lawyer in supporting governments to join and implement an array of international legal instruments (treaties and other obligations), including those with the objective of preventing the proliferation of WMD by non-state actors. In late 2017, Mr. Spence was appointed by UN Secretary General António Guterres to serve as one of nine Experts supporting the UN Security Council Committee established pursuant to resolution 1540 (2004). He now holds positions with the University of Liège (Senior Researcher and Team Leader for CoE Project 99), ISTC (Key Legal Expert for CoE Project 101) and Pontica Group LLC (Senior Legal Adviser). He previously worked at London-based VERTIC as the Director of the National Implementation Measures Programme and as a Senior Legal Officer. Before VERTIC, he worked as a Project Manager at INTERPOL, as an Expert and Researcher at the Organisation for the Prohibition of Chemical Weapons (OPCW) (2013 Nobel Peace Prize Winner) and as an Associate at Freshfields Bruckhaus Deringer. Mr. Spence is a registered attorney with the New York State Unified Court System, has undergraduate and graduate degrees from the University of Virginia, Harvard University, the University of Virginia School of Law, and Leiden University Faculty of Law; and speaks French and Spanish. When the outdoors beckons, he’s an avid skier, hiker, and standup paddler.
